O2 in Germany also has a fixed price plan ..
At 3GSM, I swapped notes with Dr Florian Steiner of O2 (who is also doing a book on Web 2.0 in German). Florian mentioned that O2 has also announced a fixed rate priceplan

It says that o2 is launching 3 packs
tariffs for internet usage on the mobile:
S time based billing
M volume pack
L fair flat (almost unlimited)
